Tanzania Meat Board (TMB)

Tanzania Meat Board is an organization established by the Meat Industry Act No. 10 of 2006 and its member was appointed in 2008 and officially inaugurated on 14th of November 2008 by Honorable Doctor John Pombe Magufuli, Minister for Livestock Development and Fisheries. The main objective of the Board is to spearhead the restructuring of the Meat Industry, to establish a proper basis for its efficient management, to ensure provision of high quality meat products and for matters related with the development of the Meat Industry. The Board is working in close collaboration with various meat industry stakeholders including livestock producers, traders, processors, quality control institutes, regulatory organs, consumers and service providers to reorganize the industry for efficient and effective production of high quality meat products.

The Vision of the Tanzania Meat Board is to have: “An effective and competitive Meat Industry sub sector in the market by the year 2025”

The Mission of the Board is to “Sensitize, creatively develop, coordinate meat industry stakeholder’s activities and promote production of high quality products to increase meat industry’s contribution to the National Economy”

The urge to develop the Meat Industry is a historical event; way back before independence in the year 1951, the Government mandated Tanganyika Packers Limited (TPL) to oversee development of the Meat Industry until when it was nationalized in 1974. Thereafter (1974), the Meat Industry was legally put under the authority of Livestock Development Authority (LIDA) established by the Meat Act No. 13 of 1974 as a holding company with the following subsidiary companies;

  1. National Cold Chain Company (NCCC), which was responsible for cold storage, refrigerated transport and retail facilities of meat and meat products for the domestic and export market, Tanzania;
  2. Livestock Marketing Company (TLMC), which was responsible for marketing of livestock,;
  3. National Ranching Company (NARCO), responsible for producing beef in large scale ranches;
  4. Dairy Farm Company (DAFCO), which was responsible for the production of milk;
  5. Tanzania Dairies Limited (TDL), which was responsible for the collection, processing, marketing and distribution of milk and milk products,
  6. National Poultry Company (NAPOCO), which was responsible for the breeding, hatchery and commercial layer and broiler operations;
  7. Tanzania Feeds Company (TAFCO), which was responsible for the production of compounded animal feeds;
  8. Tanzania Hides and Skins (THS), which was responsible for developing leather industry through improved production, processing and marketing of hides and skins and
  9. Tanganyika Parkers Limited (TPL) which was responsible for meat processing;

However, the government disbanded the law which established LIDA in 1984; as a result LIDA was liquidated. The TPL continued to operate until 1993 when it was closed down. Between 1993 and 2000, when the above parastatal organizations were not functioning, the meat industry operated under the informal sector without any control mechanism.

In early 2000, the government in collaboration with Meat Industry stakeholder realized the need to revitalize the industry. The government organized a Livestock Sector Stakeholders Workshop which was held in Arusha from 2-4th April 2001, under the chairmanship of former President of the 3rdGovernment Hon. Benjamin W. Mkapa, it was in this workshop, where major constraints for performance of the sector were identified and outlined measures. Livestock Products Processing and Marketing was identified as one of the major constraints and noted that, there is little value addition in the livestock value chains characterized by lack of grading of livestock and livestock products, lack of fattening of animal to improve quality prior to marketing, inadequate infrastructure for processing and poor handling, presentation and packaging of most livestock products. Also processing, packaging materials costs were observed to be high, inadequate quality control and inadequate knowledge and skills among actors in the livestock value chains. The challenge therefore was how to improve value addition in the livestock value chains at low cost.

On the other hand, livestock and livestock products marketing and trade face several constraints and challenges which include:

  • Poor market infrastructure for livestock and livestock products;
  • Poor and costly transportation system for livestock and livestock products;
  • Poor or little knowledge (inadequate information) of the markets (domestic and export) for livestock and livestock products;
  • Weak livestock producers organizations, which limits the exploitation of economies of scale in marketing of livestock and livestock products, leading to high transaction costs, wastage and inefficiencies;
  • Weak linkages or coordination among actors in the livestock value chains;
  • Inadequate entrepreneurship and business skills including negotiation skills especially among smallholder resource-poor livestock producers;
  • Competition from other livestock exporting countries for existing and new markets for livestock and livestock products;
  • Compliance with livestock trade regulations and international code;
  • Overcoming barriers to trade especially non-tariff barriers including bans on import of live animals and products of animal origin;
  • Competition from subsidized livestock products imported from outside the country that discourage investments; and
  • Low local demand for livestock products.


Tanzania Meat Board is working with all Meat Industry stakeholders within Tanzania mainland that include:

  • All Livestock producers (Cattle, Goat, Sheep, Poultry, Pigs and conventional livestock) and their associations,
  • Processors of meat and meat products (Abattoir operators, Meat shops,  and meat processing plants) and their associations,
  • Livestock, Meat and Meat product Traders, consumers such as Hotels, supermarkets and households) and their associations,
  • Input Suppliers including supplier of animal feeds and their associations,
  • Non-Governmental Organizations (NGOs) and their associations,
  • Various Government Institutions such as TFDA, TCCIA, TBS,
  • Ministries involved in livestock development (MLDF, MITM, MWI, MAFC, PMO-RALG)

Functions of the Board

Functions of the Tanzania Meat Board are as stipulated in the Meat Industry Act No. 10 of 2006, section 10 (a – w) which fall into four main categories:

  1. To advise the Minister for Livestock development on issues pertaining development of meat industry sub sector, which include:-
  2. Track down implementation of policy and Acts guiding meat sub sector and recommend on areas for amendment;
  3. To advise on various strategies that will promote production, processing and livestock, meat and meat products trade;
  4. Creatively identify incentives for investment to stimulate business competitiveness among meat industry stakeholders.
  5. Prepare and monitor the implementation of meat industry development strategic plan;
  6. Promote use of appropriate technologies in livestock production;
  7. Collect, analyze and disseminate important information to stakeholders to enhance sector efficiency;
  8. In collaboration with Ministry responsible for Trade and marketing, search and develop markets;
  9. Promote formation and strengthening of sector stakeholder associations;
  10. Register meat industry stakeholder for the purpose of their identification and involvement in the development of the meat industry.
  11. Formulate meat and meat products quality standards and monitor quality adherence;
  12. Harmonize National and international meat and meat products quality standards;
  13. Ensure stakeholder compliance with national and/or international meat and meat products standards.
  14. Represent stakeholders in international local and international for a relating to promotion and management of the meat industry.
  15. Promote, monitor and coordinate stakeholder’s activities for the development of the Meat industry sub sector which include:-
  16. In collaboration with other quality control institutes, to develop meat and meat products and ensure quality control of livestock, meat and meat products which include:-
  17. Lobbying and advocacy for various matter of stakeholder’s concern to increase efficiency in the meat sub sector.

Board Members
The composition of the Tanzania Meat Board members are as stipulated in the Meat Industry Act No. 10 of 2006, section 9 (a – m) that include:

a) The chairman who is appointed by the Minister;

b) Two members representing livestock producers;

c) one members representing meat processors;

d) one members representing livestock and meat traders;

e) one member representing meat input suppliers;

f) one members representing meat consumers;

g) one members representing the Ministry responsible for Livestock development;

h) one member from public institutions responsible for food quality control;

i) one member from the university of agriculture;

j) one member from the Ministry responsible for local government;

k) one member representing the Ministry of Finance;

l) one member representing the Ministry responsible for cooperative and

m) one member representing Tanzania Chamber of Commerce Industry and Agriculture.

Members stipulated under paragraphs (b) to (f) of subsection (1) shall be appointed by the Minister upon recommendation from the Annual Council, while members under paragraphs (g) to (m) shall be appointed by the Minister upon recommendation from the institution, organization or body which they represent.

The members of the Board will hold office for a period of three years and meet at least once in every three months.

Key Features of the Meat Board
The Tanzania Meat Board is a stakeholder and autonomous Board whose members are representatives of the Meat industry stakeholders by stakeholders themselves. The Board gives equal emphasis to development, promotion and regulation of the industry and works in a participatory manner as involves stakeholders in the decision making through their Annual Council Meeting which sits once in a year.

(i)  The Annual Council (AC)
Is the highest level of the Meat industry organization formed under the Meat Industry Act No. 10 of 2006, whose members are various stakeholders representing livestock producers, livestock and meat traders and meat processors in the all districts of Tanzania Mainland. Other member comes from government institutions and NGO who have stake in meat Industry. The Annual Council is mandated to deliberate on matters relating with the development of the Meat Industry as a whole. It provides forum for meat industry stakeholder to bring on table various development issues for discussion which will later on be tabled to the government for action. The Board is the secretary to the annual council.

(ii)  The Meat Board: Is the second level of the structure with the mandate of overseeing the execution of the Meat industry AC decisions through promotion, coordination and regulatory of the meat industry for the production of the quality livestock, meat and meat products.

(iii) Secretariat: The Board has a secretariat based at its office which is responsible administration of the Board’s business. The organization structure for secretariat of the Board defines clearly the roles of different levels in the hierarchy which complements each other to effectively facilitate the implementation of the Board’s activities. The role and function of each level are defined hereunder:

(a) The Registrar: Is the Chief Executive Officer of the Board and is responsible for management of day to day activities of the Board. He is responsible for administration, organization and control of Board’s resources. Also he is responsible for keeping the Board and Annual Council informed on the progress of the business of the Board.

(b)  Internal Audit Unit: 
This unit oversees implementation of the accepted accounting and auditing principles and policies. Also is responsible for putting up annual auditing plan which fulfills the responsibility of internal audit.

(c) Procurement Management Unit:This unit is responsible for developing procurement plan of the Board, conducts purchases of goods and services to support Board’s activities and also keeps records, manage, and safeguard Board’s properties.

(d) Legal Advisory Services Unit:This unit is responsible for management of legal matters concerning the Board’s businesses.

(e) Information and Communication Technology Unit:This unit is responsible for management of information system, data base and ensure smooth running of all ICT system.

(f) Management Support Division:This Division is responsible for providing the Board with efficient and effective services relating to administration, finances, planning and HR Management in line with the existing Public Service Management and Employment policies, laws and regulations. The division will comprise three sections as follows

(g) Administration and Human Resources Management Section :This section is responsible for administrations and human resource management which includes personnel administration, recruitment and staff development.

(h) Finance and Accounts Section: This section is responsible for financial resource management which includes budgeting and accounts for income and expenditure.

(i) Planning Section: This section is responsible for planning, monitor and evaluates execution of Board's activity.

(j) Market Development Division: This division is responsible for promotion of livestock, meat and meat products processing and marketing by organizing and strengthening stakeholder associations and the private sector. This division will comprise two sections as follows.

(k) Market Research Section: This section is responsible for market research, promotion of the meat products locally, externally and collect, analyze and maintain information related to the meat market.

(l) Product promotion and information Section: This section is responsible for Coordinate promotion and marketing of the livestock, meat and meat product.

(m) Technical Service Division 
This Division is responsible for enhancing and promoting meat production and productivity of various categories of meat producing livestock as well as registration and regulatory activities in meat industry in accordance with the provision of the Meat Industry Act No. 10 of 2006. This division will comprise three sections as follows:

(n) Meat Production Section 
This section is responsible for farmer organizations, capacity building and training in production technology, links with TAMEPA, TALIMETA, Producer association, LGAs and MDLF.

(o) Quality Assurance and Control Section 
This section is responsible for observation of National and international quality standards and promotion of meat processing, inspection, grading.

(p) Registration Services Section
